SOLAS
The Government has approved the establishment of a new education and training authority, which will be called SOLAS.
The new body will replace FÁS, which is to be disbanded. SOLAS stands for Seirbhísí Oideachais Leanunaigh Agus Scileanna.
Functions previously carried out by FÁS will now be taken over on a 50/50 basis by both the Department of Social Protection and the Department of Education.
The Department of Social Protection will take responsibility for programmes such as the community employment schemes, while further education and training areas will go to the Department of Education & Skills.
There will be a much greater role for the VECs, which will now take over the running of many courses currently provided by FÁS.Minister for Education & Skills Ruairi Quinn said its mandate would be to ensure the provision of high-quality further education and training programmes to jobseekers and other learners.
Mr Quinn said unemployed people would be entitled to their benefits providing they took up a training course with SOLAS.
He also said the authority would provide courses that relate to new industries where jobs will be created.

Based on figures gathered from 23 LESN in Ireland, the top three progression routes for NEAP clients were:
Training either with FAS Training Agency or through private contracted training using different funding available to LESN, in individual Partnership areas.
Employment even given the down turn in the economy was the second strongest gateway for our clients progressing from this group.
Referral of clients to other Agencies best suited to their action plan with a view to returning to the LESN for placement was the third preferred progression route.
The three progression routes listed above proved to be the same avenues for our Regular Caseload Group in their interaction with us in 2010. What this group did however, highlight was the strong need for a Network of support Agencies working in collaboration with one another to aid this groups progressions. One particular effective tool used by some Partnership Companies is the Case Conferencing Model used under the aegis of Partnership Companies. This model worked best where the different Agencies met together and shared available resources for particular clients needs brought by any of participating Agency, to this gathering.

Local Employment Service to register 57,000 new clients in 2009.
These will be direct referrals from DSFA. This roll out will begin in February 2009.

Bridge to Workplace report was launched recently.
The aim of the initiative is two-fold.

to provide unemployed men and women in the agreed areas who are clients of the Rehabilitation Integration Services and LESN services with a quality work experience opportunity and the skills and support framework to access and maintain partitipation.

To create a forum whereby the HSE RIS the LESNs and FAS can work cooperatively and collaboratively together to holistically meet the needs of people with substance misuse issues specifically illicit drug use (alcohol may feature as a secondary issue).

Congratulations! Fiona Burke, Southside Local Employment Service Co-ordinator was elected Temporary Secretary of the Local Employment Service Co-ordinator’s Network. Fiona will take on the role until Siobhan Cronin returns to Dundalk LES in the coming months.

Carers' Course (October 2007)
The Carers' Course was set up in New Ross as a result of a number of LES Clients showing an interest in becoming Carers in the work place. The objective and aim is to provide people with the basic knowledge, skills, supports and understanding of becoming a carer.
The Carers Association designed the course which consisted of Three Modules incorporating ten units: Dementia, Practical Care, Healthy Lifestyles, First Aid, Manual Handling & Lifting (full day in a hospital) Stress Management, Carers Supports, Health & Safety and Communications.

FETAC Childcare Presentation (12th December 2006)
John Kelly, CEO CWP, presented four students with certification of their full qualification in Childcare: Connie Shannahan, Margaret Quirke, Dawn Porter and Joan Kavanagh. All four students achieved level 5 distinction in every module, which included: Art and Craft for Childcare, Caring for Children (0-6years), Child Development, Early Childhood Education, Working in Childcare, Work Experience, Communications and Word Processing.
Eileen Doyle and Joy O’Drisscol from the County Wexford Childcare Committee were acknowledged for supporting and arranging First Aid Training, Jim Dempsey from FÁS for facilitating funding for the first part of course, and Evelyn Mulrennan from Bunclody VEC for provided facilities for the first part of the course. Jobs Programme Coordinator Tony Davidson, Childcare Tutor Patricia Garvin and the students' families were in attendance at the presentation. |
